Health Guard Foundation
Terms & Conditions
Health Guard Foundation – Terms & Conditions
The Health Guard Foundation (HGF) is a community-driven healthcare safety net, initiated to provide financial assistance primarily for accidental emergencies. Over time, as the fund grows and stabilizes, it will gradually expand to cover other critical medical treatments. These terms and conditions outline the principles, rules, and limitations governing the foundation. By joining and contributing, members agree to abide by them.
- Membership & Contributions
1.1. Eligibility: Any individual can become a member by contributing a minimum of ₹20 per month. Membership is voluntary and open to all.
1.2. Voluntary Contributions: Contributions are collected monthly, and members are encouraged to contribute consistently for the sustainability of the fund.
1.3. Non-Refundable Contributions: All contributions are strictly non-refundable and remain part of the collective fund.
1.4. Membership Continuity: Members who discontinue their contributions will not be entitled to claim benefits unless they resume consistent contributions.
1.5. Modification of Contribution Amount: The foundation reserves the right to revise contribution amounts if necessary to ensure sustainability, with prior notice to members.
1.6. Realistic Expectations: ₹20 per month alone cannot cover all medical expenses for everyone. However, these small contributions lay the foundation for a larger, self-sustaining healthcare system in the future.
1.7. Membership Rights: Membership does not provide ownership rights over the foundation’s funds or decision-making authority.
- Fund Utilization & Benefits
2.1. Primary Focus – Accidental Emergencies: Initially, the fund will be primarily used for accident-related medical emergencies such as:
- Road accidents
- Workplace injuries
- Critical trauma cases requiring immediate medical attention
2.2. Gradual Expansion of Coverage: As the fund grows, the foundation aims to expand coverage to include:
- Critical illnesses
- Life-threatening diseases
- Preventive healthcare initiatives
2.3. Assistance Request Process: Members requiring financial assistance must submit a formal request along with supporting medical documents.
2.4. Review & Approval: Requests will be evaluated based on:
- Availability of funds
- Urgency of the case
- Fairness in fund distribution
2.5. Maximum Benefit Limit: Each subscriber is entitled to avail up to 20 times the total average yearly amount they have contributed. However, assistance may exceed this limit based on fund availability and management discretion.
2.6. Exclusions (Cases Not Covered Initially):
- Maternity-related cases (pregnancy, childbirth, fertility treatments, etc.)
- Pre-existing diseases diagnosed before membership
- Elective and cosmetic procedures
- Non-emergency outpatient consultations, routine check-ups, and minor treatments
- Lifestyle-related treatments (obesity, hair transplants, dental aesthetics, etc.)
- Expenses covered under existing insurance policies
2.7. Support in Case of Government Health Schemes:
If the patient is eligible for government healthcare schemes such as Arogyasree, Ayushman Bharat, or any similar programs, the foundation will ensure those benefits are availed first.
The foundation will provide financial support only if these government benefits do not cover the full treatment cost or if the treatment is not covered under these schemes.
Funds may also be used to assist members in meeting additional costs such as diagnostic tests, pre/post-surgery expenses, or travel costs required to access government-funded treatment.
2.8. Special Emergency Cases: If available funds are insufficient for a critical case, the foundation may launch special donation campaigns to raise additional support.
2.9. Medical Assistance Priority: Priority will be given to life-threatening conditions and emergency treatments over non-urgent procedures.
2.10. Multiple Claims Limitation: Members cannot make multiple claims simultaneously unless prior cases have been settled.
- Fund Management & Viability
3.1. Financial Prudence: To ensure sustainability, a portion of funds may be invested in low-risk financial instruments to generate returns.
3.2. Emergency Reserve: A percentage of collected funds will be set aside as a reserve for future medical emergencies.
3.3. Fund Growth & Partnerships: The foundation may explore:
- Corporate sponsorships
- Strategic healthcare partnerships
- Government collaborations
- Community-driven fundraising efforts
3.4. No Individual Ownership: No member can claim personal ownership over the fund. It remains a collective resource for medical assistance.
3.5. Sustainability Clause: If monthly contributions significantly decline, the foundation may adjust policies, revise contribution amounts, or introduce alternative funding sources.
- Donations & Special Contributions
4.1. Additional Contributions: Members and non-members can donate beyond the mandatory ₹20 monthly contributions.
4.2. One-Time & Recurring Donations: The foundation welcomes both single and recurring donations from individuals and organizations.

4.4. Special Campaigns: The foundation may launch targeted campaigns for urgent medical cases requiring more than available funds.
4.5. Non-Refundable Donations: Donations made to the foundation are non-refundable.
- Transparency & Accountability
5.1. Regular Fund Updates: Periodic updates on fund collection, disbursement, and impact will be shared with members.
5.2. Financial Audit & Reporting: The foundation will maintain detailed financial records and may undergo periodic audits to ensure transparency.
5.3. Strict Anti-Fraud Measures: Any misuse of funds or fraudulent claims will result in:
- Permanent disqualification from receiving assistance
- Legal action if necessary
5.4. Public Disclosure: Major financial decisions, fund allocations, and utilization reports may be made publicly available.
5.5. Governance & Decision-Making: Fund disbursement decisions will be made by an appointed review panel based on fair and ethical standards.
- Rights & Limitations
6.1. No Guaranteed Assistance: Membership does not automatically entitle an individual to receive medical aid. Assistance is subject to fund availability and request approval.
6.2. Right to Modify Policies: The foundation reserves the right to modify terms, policies, and operational procedures based on sustainability requirements, with prior notice to members.
6.3. Legal Limitations:
The foundation operates as a voluntary community-driven initiative and does not guarantee financial assistance to all members.
The foundation is not an insurance provider and should not be considered a substitute for health insurance.
6.4. Membership Non-Transferable: Membership benefits cannot be transferred to another individual without special approval.
- Discontinuation & Closure
7.1. Fund Liquidation in Case of Closure: If the foundation is discontinued, remaining funds will be:
- Disbursed to the members proportional to their contribution
- Used for medical assistance and healthcare infrastructure
- Allocated to partner charitable organizations
- Distributed based on the foundation’s final decision
7.2. Right to Dissolve: If sustaining contributions fall below an operationally viable level, the foundation holds the right to dissolve or merge with similar initiatives.
- Legal & Compliance
8.1. Regulatory Compliance: The foundation will operate in accordance with applicable legal and financial regulations.
8.2. Tax Exemption Status: Donors may check if their contributions qualify for tax exemptions under local laws.
8.3. Dispute Resolution: Any disputes will be resolved amicably within the foundation’s governance structure.
